As per the recommendations of the Global Stocktake adopted at the UNFCCC COP28, ESCAP member States have started developing their 1st Biennial Transparency Reports (BTR) for submission by the end of 2024, while also improving their GHG emission inventory to create an updated baseline for the development of the new cycle of Nationally Determined Contributions with extended commitments for emission reductions to 2025. The NDC 3.0 need to revisit and provide further updates of the national implementation of the commitments under the Paris Climate Agreement and align those with LT-LEDs and carbon neutrality pledges. The Environment and Development sub-programme for 2023 includes raising climate ambition aiming to ‘strengthen the capacities of member States to implement ambitious actions in support of the 2030 Agenda and to achieve environment- and climate change-related objectives.
At the same time, Papua New Guinea, as a member of the NDC Partnership has submitted a request for assistance to develop the Pathway to PNG NDC 3.0 and ESCAP has been selected as the NDCP implementing partner to support the project as per the 7th NDC Partnership Action Fund. ESCAP in partnership with regional UN and development partners will provide technical and advisory services and capacity development support to review progress of current NDC implementation and achievements in GHG emissions reductions, to develop an enhanced national GHG emissions inventory for all sectors and ETF for the preparation of the BTR1, and well defined and more ambitious NDC 3.0 commitments with emission reduction scenarios and trajectories till 2035 through a consultative and inclusive consultation process engaging all stakeholders. The activities will create a solid basis for NDC implementation and will develop a robust baseline for the ETF of PNG.
The purpose of this consultancy is to provide analytical, research and technical advice to the Climate Change and Development Agency appointed NDC focal point for the development of the NDC 3.0 of Papua New Guinea based on the GHG emission and non-GHG emission inventory and the submitted BTR1, as well as based on the national stocktake and assessment reports.
Responsibilities: The consultant will provide technical advisory support to the NDC focal point and the MRV and National Communication General Manager designated by the PNG Climate Change and Development Agency in support of the development of the sectoral chapters of the Nationally Determined Contribution 3.0 (NDC 3.0) based on the previously conducted GHG and non-GHG/LULUCF emission inventories and NDC 2.0 implementation assessment. Furthermore, the consultant will provide substantive support during the 2nd National Training of Trainers Workshop based on the relevant scientific reports, technical documents related to non-GHG emissions, non-LULUCF, agriculture, waste, policy briefs and other relevant knowledge products on climate action in PNG. The consultant will also ensure that any additional required inputs for the quarterly reporting to NDCP and UNOPS are provided timely to the ESCAP team.
