Dear Prospective Bidder, The Namibia Nature Foundation (NNF) in collaboration with the Ministry of Environment, Forestry and Tourism kindly requests qualified bidders to submit an expression of interest to provide downscaled climate projections & modelling services for the Green Climate Fund (GCF) funded project, “Strengthening Adaptation Planning and Coordination in Namibia”.

The project aims to ensure a strategic approach to planning and implementing action to enhance resilience to climate change in Namibia at national and subnational levels, and across all sectors, ecosystems and livelihoods. It will be informed by a robust and scientific process to evaluate likely future climate change impacts, assess vulnerabilities across all levels and sectors, and explore the economic costs of inaction vs. the costs of adaptation1 . Further details for this consultancy are outlined in the Draft Terms of Reference (ToR) in Annex 1 of this request for expressions of interest document (REOI).

The objective of this REOI is to identify capable bidders to deliver the services as per requirements set out in the draft ToR, as well as to seek expert insight and feedback on the proposed scope of work, methods and deliverables to refine the final TORs. All procurement activities are carried out in adherence to the highest professional, ethical, moral and legal standards, as per NNF’s procurement policy, ensuring that no situations of compromise arise. Overview of relevant experience and expertise • Summary of proposed approach to deliver on the assigned tasks • Description of how the firm will partner with and/or build the capacity of (a) local firm/institution/local consultant (s) to provide local context and build local expertise

Please find the Draft Terms of Reference [Annexure 1] hereto attached. Evaluations of EOIs and Request for Proposals: The NNF Procurement Committee with the support of technical experts and in collaboration with the Ministry of Environment, Forestry and Tourism will be responsible for the evaluation of all EOIs received. EOIs will be assessed based on relevant experience of the firm; team qualifications and experience; and understanding of the assignment.

Qualified firms will be invited to submit a full technical and financial proposal. Prior to issuing the request for proposals (RFP), the NNF may invite shortlisted respondents to participate in a virtual consultation to provide technical input on specific components of the draft ToR. These discussions will be non-evaluative and non-binding.

Any substantial feedback received may be used to refine the TOR prior to issuing the full RFP. All shortlisted firms will receive the RFP and final TORs at the same time and will be informed of any changes to the TOR.
