UNEP-CCC is a leading international advisory institution on energy, climate and sustainable development. Its work focuses on assisting developing countries and emerging economies transition towards more low carbon development paths, and supports integration of climate-resilience in national development. UNEP-CCC is actively engaged in implementing UN Environment’s Climate Change Strategy and Energy Programme.

Technology Needs Assessment (TNA) is a set of country-driven activities leading to the identification, prioritization and diffusion of environmentally sound technologies for mitigation and adaptation to climate change. The TNA project is implemented by the United Nations Environment Programme and the UNEP Copenhagen Climate Centre, supported by UNOPS, on behalf of the Global Environment Facility.

To support and facilitate the TNA process, a national contractor is being recruited for the execution of activities in relation to climate change adaptation in the agriculture sector under the direct supervision of the TNA Coordinator. The contractor shall provide technical services for the assessment of technology needs for climate change adaptation activities in Philippines and shall provide the following outputs:

● A portfolio of technologies for the prioritised sectors
● Technology identification and prioritization in the agriculture sector should be consistent with the NAP’s sectoral adaptation priorities, including food security, water-efficient agriculture, resilient supply chains, climate-resilient crop varieties, low carbon emission techniques, among others. This focus will ensure that technology choices directly contribute to the implementation of national adaptation priorities.
● A Technology Needs Assessment (TNA) report describing the prioritised and appropriate technologies for climate change adaptation in the agriculture sector including the process followed and the rationale. UNEP Copenhagen Climate Centre will provide a template for the TNA report. It is important that the TNA report considers the mitigation co-benefits of the agriculture sector when selecting technologies and be coordinated with the Mitigation consultant.
● A Barrier Analysis and Enabling Framework (BAEF) report on existing barriers for the prioritised adaptation technologies and enabling framework to facilitate the deployment and diffusion of technology priorities. UNEP Copenhagen Climate Centre will provide a template for the BAEF report.
● A Technology Action Plan (TAP) report for adaptation, including 2-4 project ideas for the implementation of the TAP, and one policy brief per technology taken to the TAP in the format agreed for the project with UNEP Copenhagen Climate Centre. UNEP Copenhagen Climate Centre will provide a template for the TAP report and policy briefs.
● The Barrier Analysis and Enabling Framework (BAEF) and the Technology Action Plan (TAP) shall be aligned with the adaptation pathways identified in the Philippines’ National Adaptation Plan (2023–2050) to ensure national policy uptake and integration into climate-finance pipelines. Field visits and participation in training and capacity-building workshops will be undertaken as part of the activities.

Monitoring and Progress Controls

In close collaboration with the national TNA team (the composition and responsibilities will be determined by the Philippines Climate Change Commission (CCC) in coordination with the Department of Environment and Natural Resources (DENR) and other relevant agencies) and the TNA Coordinator and Regional Centre, the contractor will be responsible for inter-alia:

a. Organising consultative stakeholder meetings and workshops (TNA validation, BAEF validation and TAP validation).
b. The consultant should also ensure regular coordination with the Philippine Government’s Technical Working Group on Adaptation to align TNA activities with national adaptation priorities.
c. Identification and prioritization of technologies in relation to climate change adaptation for the agriculture sector. Sector through a participatory process with a broad involvement of relevant stakeholders, including;
i. identification and link-up with relevant stakeholders and facilitation of the sectorial working groups to be set-up,
ii. identification of institutions for data and research studies and other support, and
iii. collecting, analysing and synthesizing information and data to prepare technology fact sheets for the sectors.
d. Leading the process of analysing with the stakeholder groups, how the prioritised technologies can be implemented in the country and how implementation circumstances could be improved by addressing the barriers and developing an enabling framework based, inter-alia, on undertaking of local market and other assessments, as may be required;
e. Prepare and finalize the TNA, BAEF and TAP reports, with project ideas and policy briefs, and with inputs of stakeholders included.
i. Prepare working papers and other TNA-related documents as may be required to ease the consultative process and harnessing inputs from stakeholders during meetings and workshops, amongst others.
ii. Specify validation workflow (minimum 4 validation events) and require documentation of stakeholder feedback integration.

f. Provision of any other inputs, as may be required, relevant to related parts of the TNA process and output targeted as may be requested by the TNA Coordinator for Philippines, the UNEP Copenhagen Climate Centre, Regional Centres and the National TNA Committee.

The contractor will be required to use the best practices, guidelines, methodologies and technical guidance available through the UNEP Copenhagen Climate Centre and other approved sources.
