IUCN, represented by its Bangladesh Country Office, is implementing projects with support from various donors. To ensure the smooth operation of these projects, IUCN requires a Senior Programme Officer (Forest Environment and Climate Change)
• MAJOR RESPONSIBILITIES
Under the direct supervision of the Country Representative and functional supervision of the Programme Manager: Species and Habitats of IUCN Bangladesh, the Senior Programme Officer (Forest Environment and Climate Change) will be responsible for and lead the Outcomes 1 and 3 of the project. S/he will be responsible for the implementation of the activities as per the work plan. The position will also be responsible for managing funds, maintaining donor and stakeholders liaison and project development, especially in the light of the Partnership Agreement between donor, AFD and IUCN.
• SPECIFIC DUTIES
Under the direct supervision of the Country Representative, and functional supervision of Programme Manager: Species and Habitats, the Senior Programme Officer (Forest Environment and Climate Change) will undertake following specific responsibilities:
1. PROJECT MANAGEMENT
-Provide overall technical leadership and coordination for project activities, and managing budget, related to forest restoration, ecosystem management, and climate change adaptation.
-Lead the design, implementation, and monitoring of restoration and conservation interventions ensuring alignment with national policies and IUCN global frameworks.
-Lead the component: Risk-informed conservation and restoration plans developed for the Sundarbans Region
-Lead the Component: Enhanced ecological resilience through restoration and sustainable management of Sundarbans Impact Zone
-Review and ensure quality assurance of technical studies, reports, and knowledge products related to forest ecology, carbon sequestration, and nature-based solutions in line with MEL and donor standards.
-Guide the development of ecosystem-based adaptation (EbA) and mitigation strategies to strengthen climate resilience in forest and wetland ecosystems.
-Support the development of sustainable forest management models integrating biodiversity conservation, community participation, and livelihood improvement.
-Coordinate with government agencies (e.g., BFD, DoE, MoEFCC), research institutions, and local partners to ensure effective implementation of thematic activities.
-Represent the project in technical meetings, national and regional workshops, and policy dialogues related to forest and climate change.
-Facilitate collaboration among thematic experts, field teams, and cross-cutting components (communication, knowledge management, M&E).
-Support donor reporting and knowledge sharing through thematic briefings, progress summaries, and success stories.
-Lead capacity-building initiatives for project staff, partners, and community groups on forest ecosystem restoration, monitoring, and climate adaptation practices.
-Document lessons learned, best practices, and policy-relevant insights to inform national planning and future programming.
-Contribute to scientific publications, policy briefs, and outreach materials based on project outcomes.
-Oversee the implementation and monitoring of thematic indicators within the project’s M&E framework and ensure timely data delivery.
-Supervise and oversee the Monitoring and Evaluation (M&E) functions of the project, including the development of the M&E framework, indicator tracking, data collection and analysis, quality assurance, and timely reporting.
-Contribute to the preparation of quarterly and annual progress reports, technical notes, communication materials, and donor reports.
-Ensure technical quality and coherence of deliverables across project components related to forest, environment, and climate change.
2.PROJECT/PROGRAMME DEVELOPMENT
-Actively contribute to IUCN’s growth by designing and implementing projects focused on biodiversity conservation and natural resource governance, in line with the IUCN Programme;
-Assist the Programme Manager in the development of new projects and initiatives;
-Prepare and submit funding proposals to relevant agencies to support initiatives aligned with IUCN’s mandate;
-Provide technical support to IUCN Bangladesh’s integrated programme planning and thematic areas through contributions to project design, implementation, monitoring, workshops, publications, and research papers; and
-Facilitate cross-programme learning by integrating environment, disaster management, food security, climate change, and sustainable livelihood approaches, with a strong emphasis on gender mainstreaming.
-Undertake any other tasks that may be assigned by the Country Representative and the Programme Manager of IUCN Bangladesh, from time to time.
