GGGI, in collaboration with the Korea Development Bank (KDB), is implementing the Green Climate Fund (GCF)–approved program “The Collaborative R&DB Program for Promoting the Innovation of Climate Technopreneurship” (FP240). The Program aims to strengthen climate technology entrepreneurship and innovation ecosystems across five Southeast Asian countries: Cambodia, Lao PDR, Indonesia, the Philippines, and Vietnam.

Within this Program, GGGI leads country-driven acceleration of readiness and ecosystem-strengthening activities. A central pillar of this effort is the design and operationalization of the National Climate Entrepreneur Accelerator Program (N-CEAP), which seeks to enhance the capacity of climate technology startups and enable their effective participation in national and regional acceleration and investment pipelines. However, in order to achieve the objective, the program needs to be supported by all the key stakeholders especially Government partners. Government partners would play a key role in aligning the program with national priorities, ensuring the support from all key government partners and program sustainability.

The objective of the assignment is to engage qualified local government expert to provide strategic, technical and operational guidelines in designing the government stakeholder mapping, designing national governance structure and supporting overall communications and engagement with government partner for N-CEAP project. The scope of the assignment will cover end-to-end process of (i) identifying the right government partner to be part of the National Governance Structure; (ii) Advising the current National Governance Structure; and (iii) Assisting on the technical and overall process of government stakeholder engagement throughout the project.

The Global Green Growth Institute (GGGI) requires the services of a qualified expert, the local government expert Sr. Advisor for the design of government stakeholder mapping, advise on national governance structure and stakeholder engagement guidelines in ID64 project as stated in the objectives of the assignment (hereafter referred to as “the Consultant”). The Consultant shall work under the guidance of the NDA and GGGI team and attend regular coordination meetings with the NDA and GGGI with the scope of work as listed below:

1. Develop Government stakeholder mapping and assessment that related to climate ecosystem through desk research, updated studies, policies, and institutional regulations in Indonesia

Document scope:

Clear identification of Climate ecosystem stakeholder mapping, roles and responsibility; and
Updated initiatives, policies, new structure related to government structure;

2. Develop recommended National Governance Structure for the project.

Document scope:

Advise the National Governance Structure that includes clear roles of responsibility, governance, coordination and composition; and
Advise on governance, way of working and other relevant process for the National Governance Structure;

3. Develop Government stakeholder engagement plan and guidelines

Document scope:

Identify key person or department of the Government partners to ensure effective and efficient discussion; and
Provide overall communications guidelines

4. Provide and develop success metrics for the National Governance Structure

Document scope:

Key metrics guidelines;
Define key KPI and sub KPI for the report; and
Support overall assessment process

5. Provide playbook document for the improvement of the National governance structure that will be used for later iteration of the N-CEAP program

Implementation guidelines;

6. Support the consultation with Key ministries, government agencies and partners

7. Participate in regular meetings and facilitate information sharing with the NDA, GGGI and partners. Prepare and give presentations as requested.

The Consultant will report to the Project Manager at GGGI Indonesia.
