In October 2024, GGGI launched the Carbon Transaction Facility, a first-of-its-kind facility which offers a comprehensive solution to scaling up international carbon trading under Article 6 of the Paris Agreement. Through the CTF, GGGI will extend its Article 6 activities through a collection of single and multi-donor funds aimed at increasing host country readiness and facilitating transactions of Internationally Transferred Mitigation Outcomes (ITMOs). The CTF aims to catalyze up to USD 500 million solely for ITMOs purchasing by 2030. The multi-donor fund, named the Article 6 Readiness Facility, will mobilize up to USD 50 million for readiness support activities to GGGI Member States and Partner Countries.

The Article 6 Readiness Facility will mobilize up to USD 50 million for readiness support activities to GGGI Member States and Partner Countries. The readiness component will allow GGGI to more than double the scale of its support for capacity building, technical assistance, institutional strengthening and international knowledge exchange activities in its Member States and partner countries. At the same time a pipeline of potential mitigation activities for trading will also be developed.

As part of this groundbreaking initiative, the Article 6 Readiness project to be implemented in Ethiopia will support the government to advance the country’s Article 6 requirements, frameworks and development of priority Mitigation Activity Idea Notes (MAINs), GGGI will work closely with the Government of Ethiopia to accelerate the operationalization of the country’s Carbon Market Framework.

POSITION SUMMARY

The Carbon Pricing Senior Officer will be based in Addis Ababa, Ethiopia and will lead the implementation of the Ethiopia Readiness project activities. The successful candidate will report to the GGGI Ethiopia Country Representative and Secondary line to the RD.

The Carbon Pricing Senior Officer will be the recognized focal point for the project in Ethiopia and will have overall responsibility for timely and high-quality project delivery. The position-holder will provide day-to-day technical and strategic guidance and management, as well as liaise externally to ensure impactful delivery of the project and its output.

Experience in international carbon markets is strongly preferable, as the position-holder will be required to quickly absorb and apply sufficient technical knowledge on Article 6 concepts, requirements, frameworks and approaches to the local context in Ethiopia.

PURPOSE

Lead the implementation of the Ethiopia Article 6 Readiness Project in close coordination with the GGGI Ethiopia Country Team (based in Addis Ababa), the Carbon Pricing Unit (based in Seoul) and relevant government and private sector project stakeholders.
Provide high-quality project management to the project, and ensure effective, timely and efficient delivery of project results and activities in the field.
Provide high-quality technical inputs and advisory on issues related to Article 6, carbon markets, and emissions reduction trading in support of Article 6 Readiness delivery in Ethiopia and GGGI’s Ethiopia portfolio and strategic priorities more generally.
Support government and private sector actors in strengthening regulatory frameworks, developing and advancing carbon initiatives that align with national and international commitments.

ENGAGEMENT

Work closely with GGGI Carbon Pricing Unit and GGGI Ethiopia to understand the local context, including GGGI’s role in Ethiopia; to ensure timely and high-quality delivery of the project; and to develop technical knowledge of Article 6 requirements, frameworks and approaches.
Develop and foster strong relationships with key government stakeholders, leading the day-to-day communication, coordination and engagement to support effective collaboration and implementation of carbon related initiatives (supported by GGGI Ethiopia).
Work closely with government partners and private sector in implementing the project, recognizing and promoting the importance of government buy-in, ownership and sustained engagement throughout project implementation.
Coordinate with other organizations supporting engagement with international carbon markets in Ethiopia, and ensure visibility, and strategic position of the Ethiopia Article 6 Readiness Project and associated carbon market initiatives. Maintain strong and adaptive professional relationships with key stakeholders to effective capture evolving needs, manage expectations and support responsive project implementation

DELIVERY
Lead the design of governance frameworks in Ethiopia that meet Article 6 requirements and are relevant to the Ethiopian institutional, policy and regulatory context
Deliver high quality project outputs on time and within budget that meet program objectives, donor requirements and government requirements.
Quickly absorb and apply sufficient technical knowledge on Article 6 concepts, requirements, frameworks and implementation approaches.
Ensure quality monitoring and evaluation, timely submission of high-quality donor reports and
deliverables, regularly evaluate project results, and guide project implementation to achieve maximum impact.
Assess effectiveness of project activities and recommend improvements to meet timely achievement key milestones and overall objectives of the project
Ensure that experiences and best practices are documented and shared across relevant sectors in Ethiopia and GGGI.
Plan and co-deliver capacity building events that introduce key Article 6 concepts and options to key government and other stakeholders.
Lead the identification of priority sectors and mitigation activities for Article 6, in collaboration with the Government of Ethiopia and private sector.
Develop Mitigation Activity Idea Notes (MAINs) for up to 3 mitigation activities.
Support bilateral engagement between Government of Ethiopia and potential cooperation partners.
Support the process of facilitating key agreements between government, private sector and other international partners.
Lead the planning and facilitation of key project workshops and meetings with key stakeholders in Ethiopia
Plan and organize the work of consultants under the project to ensure high quality and timely delivery of the outputs.
Clear and timely reporting on project delivery as required by the Article 6 Readiness Facility Committee.
