The National Consultant will be responsible for supporting the in-country coordination and implementation of CCAC-supported activities in Somalia, working closely with the Ministry of Environment and Climate Change (MoECC), the Pollution Monitoring Unit (PMU), and the Stockholm Environment Institute – Africa Center. This includes facilitating cross-ministerial consultations, supporting stakeholder engagement, and ensuring alignment with national priorities related to air quality management and short-lived climate pollutants (SLCPs).
The consultant will contribute to strengthening Somalia’s national air quality governance framework by supporting the development of policy-relevant evidence, including a policy gap analysis and recommendations for a future National Air Quality Policy and National SLCPs Plan. In parallel, the consultant will support the integration of SLCP considerations, including methane, into existing national planning processes, including the preparation of targeted methane policy briefs in key sectors such as agriculture (livestock), waste, and energy (where relevant). Building on the ongoing Targeted Expert Assistance, the consultant will help identify priority actions and capacity needs for Air Quality Monitoring and SLCPs mitigation in Somalia, support the implementation of project activities, and contribute to enhancing linkages between air quality and climate policy processes, including Somalia’s NDC 3.0.
