Both the IEA and the OECD seek opportunities to work with an increasing number of non-members of growing importance to the world economy. The Agency aims to foster the contribution of the energy sector to economic development and environmental sustainability.

The Office of Global Energy Relations (GER) was created to strengthen IEA engagement with key Accession, Association and partner country governments, stakeholders and international organisations as well as to ensure internal co-ordination of these activities. The Division for Europe, Middle East, Africa and Latin America, is responsible for coordinating and developing the Agency’s engagement with countries in these regions, including activities under the Clean Energy Transitions Programme (CETP), which encompasses high-level dialogue, collaborative analytical work, peer-reviews, technical cooperation, as well as training and capacity building.

The Office of Global Energy Relations is looking for a skilled and motivated Programme Officer for the Middle-East and North Africa (MENA) Desk with experience in project management and liaison activities to join the Division for Europe, Middle-East, Africa and Latin America (EMAL). The successful applicant will be a member of a team coordinating the implementation of the Clean Energy Transitions Programme (CETP) as well as other projects with MENA counterparts. Under the supervision of the responsible Programme Manager, the successful applicant will liaise with counterparts in their respective region and in coordinate with colleagues from across the IEA.

Job Description
Main Responsibilities

Programme Management and Analysis

Organisation of activities under the desk, i.e. setting up clear programme plans to ensure successful delivery of outputs, physical events in the Middle East and North Africa.
Continuous monitoring of political and macroeconomic developments with impact on the energy sector in the region.
Conducting analysis and preparing briefings to the IEA management and IEA member countries, in particular CETP donors.
Communications

Communicating bilateral and regional outputs of the programme, production of content for IEA website, regional media outlets and social media.
Liaison and Outreach

Liaison and stakeholder outreach with counterparts in partner countries and key international organisations (International Energy Forum, OPEC, UNESCWA) on all existing workstreams of the Middle East and North Africa Programme.
Liaison with relevant country governments who are providing funding to the CETP for activities in the Middle East and North Africa.
