The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the international environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system, and serves as an authoritative advocate for the global environment.

NDC Act & Invest is a UNEP-led, multi-year project that supports countries to craft ambitious, science-based and investable NDCs 3.0 and to turn them into action. It combines cutting-edge analytics with hands-on country support so that governments can align policies across sectors, strengthen institutions and MRV systems, and mobilise public and private capital at scale.

The project operates through three complementary workstreams:

• Workstream 1- ambition and evidence: providing clear, country-relevant analysis on what 1.5°C/“below 2°C” alignment implies, feeding into UNFCCC processes, G20/COP discussions and UNEP’s Emissions Gap Report.
• Workstream 2- policy and planning alignment: developing and applying a practical framework to align NDCs with LT-LEDS, NAPs and NBSAPs (and JETPs where relevant), piloted through inclusive consultations and robust monitoring plans, so that national, sub-national and sectoral strategies point in the same direction.
• Workstream 3- investability deep dives: working with finance and line ministries, central and development banks, MDBs/NDBs and private investors to improve the enabling environment, quantify financing needs and gaps, design sectoral pathways and build bankable pipelines, while mainstreaming gender and leveraging de-risking and blended-finance solutions.

Through the NDC Partnership Action Fund (PAF), UNEP operationalises a close, country-driven collaboration with the NDC Partnership to sustain momentum as countries prepare and implement updated NDCs.

In line with this collaboration, the NDC Act & Invest project regularly responds to NDC Partnership requests, ensuring rapid, well-sequenced assistance that converts raised ambition into coherent investment plans, pipeline development and access to domestic and international finance. UNEP seeks a Climate Consultant to support the implementation of NDC Act & Invest and the NDC Partnership Action Fund (PAF) projects across multiple countries. The consultant will assist with coordination, documentation and the delivery of NDC stocktakes, and will support the process of revising NDCs 3.0 so that outputs are aligned with project timelines and quality standards. The role supports stakeholder engagement, monitors progress and facilitates effective collaboration between UNEP, UNEP-CCC, national focal points and technical and financial implementing partners.
