IIED is currently acting as the interim Secretariat for the Least Developed Countries Initiative for Effective Adaption and Resilience (LIFE-AR) – an LDC led and owned initiative with the objective of developing long-term climate adaptation delivery mechanisms that enable: investments in adaptation behind local priorities;, strengthening national institutions, systems and capabilities for climate action; and influencing the global climate finance architecture to improve LDCs ability to access climate finance for transformational adaptation.

The LDC 2050 Vision is for LDCs to be on climate resilient development pathways by 2030 and deliver net-zero emissions by 2050.

We are now seeking a Compliance and Assurance Manager to join the LIFE-AR team on a full-time basis for a fixed-term contract of two years. This contract is fixed term due to a planned transition to a new LDC-owned not-for-profit organisation for LIFE-AR at the end of this period (LIFE-AR Facility).

The salary range advertised in GBP is applicable in the UK only, and the salary offer in another country would depend on the local terms and conditions. We only use the UK salary structure to determine starting salaries, but it will not apply to salaries outside the UK thereafter.

The Role

As a Compliance and Assurance Manager, you will provide compliance and monitoring support to LIFE-AR Stakeholders, alongside identifying opportunities for compliance improvement.

Acting as the custodian of the standard operating procedures, you will lead on the support of the LIFE-AR Secretariat team. You will also support national platforms in designing policies and processes for implementing LIFE-AR, ensuring compliance with standard operating procedures.

You will identify and collate proposals for strengthening standard operating procedures, often as a result of changes in regulations. Developing revisions to these procedures, you will also implement new policies as required.

This role requires a person with a passion for working closely with LDC governments and communities to deliver an innovative and inclusive approach to compliance with a system that has been co-designed with the LDCs who will be complying with it. This person needs to ‘think outside the box’ and while implementing their strong compliance skills be ready to challenge themselves to co-design processes that work for those most affected by climate impacts.

Additionally, you will:

– Implement a strong compliance framework for LIFE-AR building on the Standard Operating Procedures Manual
– Support the establishment of a new independent not-for-profit organisation for LIFE-AR (the LIFE-AR Facility)
– Conduct due diligence where needed and provide clear action plans for grantees to strengthen their institutions
– Undertake grant-management duties

About You

To be considered as a Compliance and Assurance Manager, you will need:

– Extensive knowledge of a range of donor compliance including the US State Department
– In depth knowledge of risk and compliance management techniques and tools appropriate to international organisations
– Demonstrated international stakeholder engagement experience
– Experience working with LDC governments and awarding grants and contracts within these settings
– Experience of the establishment of Special Purpose Vehicles
– Knowledge and interest of climate change and sustainable development issues
– Extensive knowledge of IT, ethics, data protection, and safeguarding compliance requirements
– Extensive knowledge of financial and taxation regulations as they apply to UK charities, institutional donor compliance requirements, charity regulations, international NGO safeguarding requirements, IT and encryption best practice and Data Protection Act requirement
– A degree level education or equivalent work experience
