Tetra Tech International Development (International Development Jobs – Tetra Tech) is currently accepting expressions of interest from qualified candidates for a potential Deputy Chief of Party Operations position for the anticipated $25-50 million USAID-funded multi-year Amman Urban Resilience Activity (AURA) in Jordan.
Position Description: The focus of this activity is on improving local governance and the enabling environment for urban climate resilience and decarbonization in the Greater Amman Municipality (GAM), focusing on interventions with high adaptation benefits. The potential activity may improve data-driven policymaking, planning, and budgeting and may include interventions focusing on disaster risk reduction resulting from floods and extreme heat events, investment and access to climate funds, enhanced participation of local communities and the private sector, and targeted urban resilience infrastructure work.
Working under the overall direction of the Chief of Party (COP) and in coordination and collaboration with project technical and operational staff, the DCOP Operations will have the primary responsibility of ensuring the timely provision and delivery of all required project financial, administrative, compliance and grants, procurement, and subcontracts support to the execution of the project.
Responsibilities:
* Oversee budgeting, financial planning, and administrative support;
* Coordinate logistics and operational teams;
* Oversee administration of grants and subcontracting;
* Prepare operational reports and documentation for stakeholders;
* Ensure timely support for executing work plan activities;
* Implement risk management strategies for operational stability, compliance, and safety, and security;
* Ensure compliance with donor regulations and policies;
* Advise the COP on all policy matters concerning project administration and financial management.
Qualifications:
* Minimum bachelor’s degree or higher in a relevant discipline such as business administration, policy, economics, contracting, accounting, or international development;
* Minimum seven (7) years of experience with USAID project management including progressively greater responsibility managing and supporting procurement and grants management, human resources, budgeting and finance, compliance, work planning and reporting, monitoring, evaluation and learning, and communications;
* Experience managing a range of procurement process, including grants and subcontracts;
* Experience managing teams of diverse professional, including administration, finance, procurement, and other specialists;
* Strong report writing skills demonstrated through high quality contributions to work plans and progress reports;
* Successful track record in a supervisory role and in providing feedback and guidance to technical and administrative personnel;
* Proficiency in English and fluency in Arabic are required; and
