This consultancy will result in reports and recommendations for enhancing the Unit’s performance and monitoring of its work.
The United Nations Environment Programme (UNEP) is the leading global environmental authority. It sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. This consultancy is in UNEP’s Climate Mitigation Division, Mitigation Branch, GEF Climate Change Mitigation Unit. UNEP’s GEF Climate Change Mitigation Unit is a GEF Agency for Global Environment Facility (GEF) medium-size and full-size climate change mitigation projects. The projects, which are in different stages of development (concept, design, implementation, closure), are executed by different partners (Ministries, NGOs, etc.). The Unit, in its role as implementing agency, provides oversight and ensures adherence to GEF guidelines for these projects. The Unit is undertaking efforts to enhance its efficiency and monitoring of results. For this purpose, UNEP seeks a consultant for developing recommendations on enhancing the Unit’s reporting of half-yearly progress reports (HYPR), project implementation review (PIR) reports, Integrated Planning, Management and Reporting (IPMR) inputs, and project evaluations, and its analysis of quarterly business review (QBR) and GEF scorecard reports. Specific Tasks: Under the supervision of the GEF CCM Unit’s Head, the consultant will perform the following duties:
• Provide technical inputs to enhance and monitor Unit PIR and HYPR preparation.
• Provide technical inputs to enhance and monitor Unit IPMR reporting • Provide inputs and develop tools for summarizing and monitoring Unit project reviews and evaluations
• Provide technical inputs to respond to GEF Coordination Officer requests to the Unit.
• Analyse QBR and GEF scorecard results and identify recommendations for enhancing Unit performance related to these.
• Provide technical inputs to the Unit’s work to develop a GEF-9 strategy.
• Provide technical inputs to one CBIT project in a french-speaking African country.
• Provide inputs to enhance the Unit’s efficiency, including as related to process flows.
• Prepare a Unit staff satisfaction survey and a report of the survey results.
