GGGI, in collaboration with the Korea Development Bank (KDB), is implementing the Green Climate Fund (GCF)–approved program “The Collaborative R&DB Program for Promoting the Innovation of Climate Technopreneurship” (FP240). The Program aims to strengthen climate technology entrepreneurship and innovation ecosystems across five Southeast Asian countries: Cambodia, Lao PDR, Indonesia, the Philippines, and Vietnam.
Within this Program, GGGI leads country-driven acceleration readiness and ecosystem-strengthening activities. A central pillar of this effort is the design and operationalization of the National Climate Entrepreneur Accelerator Program (N-CEAP), which seeks to enhance the capacity of climate technology startups and enable their effective participation in national and regional acceleration and investment pipelines.
The Program is implemented in a context where public and development finance institutions increasingly emphasize measurable climate impact, sound governance, and gender equality and social inclusion (GESI). Accordingly, N-CEAP integrates climate impact measurement (MRV) and gender considerations as core design principles, aligned with GGGI and GCF requirements. Gender Equality and Social Inclusion (GESI) is highly relevant to Climate Technopreneurship to ensure that innovation and entrepreneurship are designed, built, and scaled in a ways that is accessible to diverse segments. By implementing GESI principles, the project can tap into previously underserved market such as women, minorities, marginalized communities and underserved geography and help to bridge gap in the societal issue in Indonesia. This will also strengthen project design that incorporates inclusive and equality thinking to provide innovation outcomes and align local startups with the increasing investor policy and policy expectation around impact and sustainability.
The objective of the assignment is to engage qualified gender equality and social inclusion expert (GESI) to provide strategic, technical and operational guidelines in integrating gender equality and social inclusion into N-CEAP project. The scope of the assignment will cover end-to-end project cycle, formulation, monitoring and evaluation. This assignment will play a crucial role on (i) identifying potential gaps on GESI design and implementation; (ii) integrating GESI principles and guidelines; and (iii) supporting GESI implementation throughout the project to achieve GESI KPI.
The Global Green Growth Institute (GGGI) requires the services of a qualified expert, the Gender Equality and Social Inclusion Sr. Advisor for the development of GESI guidelines that will cover design, monitor and evaluation in ID64 project as stated in the objectives of the assignment (hereafter referred to as “the Consultant”). The Consultant will support the implementation of the GESI plan for the project to achieve GESI KPIs as listed below:
At least 30% of startup participants are women founded/women-led/with 50% or more women employed
• 30% of the startup selection team are women
• 30% of the mentor/expert are women
The Consultant shall work under the guidance of the NDA and GGGI team and attend regular coordination meetings with the NDA and GGGI with the scope of work as listed below:
1. Develop GESI ecosystem assessment in climate startups through desk research, updated studies, policies, and institutional regulations in Indonesia
Document scope:
• Climate startup landscapes;
• Updated GESI policies and initiatives;
• Challenges faced by women/minority entrepreneur related to GESI;
• Challenges faced by entrepreneurs and climate startups outside Jabodetabek to understand geography gaps and inclusion aspects.
• Clear identification of gaps and root causes; and
• Recommendation of action plan and potential solution
2. Develop detailed GESI integration design into the project.
Document scope:
• Program design that is inclusive and provide equal opportunities; and
• Integrate GESI component into outreach strategy, selection criteria, mentor appointment/composition, evaluation process and overall curriculum and training modules
3. Develop GESI implementation plan and roadmap based on project requirement, starting from outreach strategy, selection criteria, evaluation process and other relevant activities
Document scope:
• Priority initiatives; and
• Key activity plan with complete timetable;
4. Provide GESI metrics, impact and measurement guidelines
Document scope:
• Key metrics guidelines;
• Define key KPI and sub KPI for the GESI report; and
• Support overall assessment process
6. Provide GESI playbook document for the second and later iteration of the N-CEAP program and provide knowledge-sharing session with key stakeholders
Document scope:
• Overall design of the GESI playbook; and implementation guideline.
7.Lead the consultation with Key ministries, government agencies and partners to discuss all GESI related pipelines.
8. Collaborate with other Consultant and stakeholder to ensure GESI implementation and provide strategic advice, technical support into the project
9. Participate in regular meetings and facilitate information sharing with the NDA, GGGI and partners. Prepare and give presentations as requested.
The Consultant will report to the Project Manager at GGGI Indonesia.
