Prepare material and conduct training of Trainers workshop
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The Regional Office for West Asia (ROWA) delivers advisory services and capacity building support to countries to achieve environmental and sustainable development objectives. The Iraq Ministry of Environment (MOE), in collaboration with UNEP ROWA, and NDC partnership, launched the project titled “Building Capacities Towards a Comprehensive Approach for Governorate-Level Climate Actions” which was submitted to the NDC PAF and was granted funding to be implemented by UNEP ROWA and the MOE. The project is part of a broader effort to fast-track the implementation of Iraq’s NDCs under the Paris Agreement. It aims to build the capacities of key stakeholders in Iraq’s 15 governorates and the Kurdistan region including decision-makers, governors, provincial councils, and climate change divisions. As such, it focuses on empowering decision-makers at the subnational level to strengthen climate actions. The implementation plan for building capacities towards a comprehensive approach for governorate-level climate actions in Iraq involves a structured sequence of activities aimed at developing, executing, and assessing the capacity building program. Based on an assessment of capacities and needs of decision-makers, climate change departments, and sectoral departments within the 15 governorates and the Kurdistan region in relation to NDC development, a differentiated capacity building program will be designed, considering three distinct groups. Group 1 stakeholders include governors and their deputies. Group 2 stakeholders include the President and members of the Provincial Council, including members of committees such as Health and Environment, Electricity and Energy, Agriculture, Water Resources, Marshlands, and Municipalities (and their counterpart from the Kurdistan region). Group 3 stakeholders include directors of the Water Resources, Electricity, Oil, Industry, Agriculture, Reconstruction, and Municipalities departments, along with the relevant stakeholders in the climate change divisions in the directorates (and their counterpart from Kurdistan). The objective of this consultancy is to develop the specific training materials and modules for the differentiated capacity-building workshops as well as the implementation of the training of the trainer’s workshop. The consultant will be skilled in capacity building and training, having a history of developing and delivering programs for governmental officials. The consultant will liaise with UNEP ROWA to prepare the training materials and modules. All work produced by the Consultant will be technically reviewed by the Lead Technical Consultant before final submission to UNEP. Duties and Responsibilities: Under the direct supervision of the Regional Coordinator for Climate Action at UNEP ROWA, the Consultant will carry-out, inter alia, the following duties and responsibilities: 1-Prepare training material and modules for training -Build specialized training modules for group 1, 2, and 3 workshops (Group 1 stakeholders include governors and their deputies; Group 2 stakeholders include the President and members of the Provincial Council, including members of committees such as Health and Environment, Electricity and Energy, Agriculture, Water Resources, Marshlands, and Municipalities; Group 3 stakeholders include directors of the Water Resources, Electricity, Oil, Industry, Agriculture) taking into consideration objectives of training -Develop all relevant materials for group 1, 2, and 3 workshops including PowerPoints and exercises 2-Conduct training of trainers Workshop -Develop training material for training of trainer’s workshop (agenda, CN, presentations, handouts, exercises, activities) -Conduct a 2-day in person workshop for trainers that will implement the trainings for Group 1,2, and 3 -Conduct online follow up training/meeting with trainers.
