Background The United Nations in Bahrain, under the leadership of the UN Resident Coordinator, has finalized the UN Sustainable Development Cooperation Framework (UNSDCF) for 2025–2029, signed in December 2024. This new Cooperation Framework aims to align UN programming with Bahrain’s national development priorities and the 2030 Agenda for Sustainable Development. The Resident Coordinator’s Office (RCO) plays a critical role in facilitating coordination across the UN Country Team (UNCT), supporting implementation, and ensuring results-based reporting and accountability. The UNRCO currently has limited capacity in data, results monitoring, and disability inclusion. This consultancy aims to bridge these gaps and provide technical support to the RCO in advancing SDG acceleration, data-driven reporting, inclusive programming, and strengthening thematic coordination. Objective The objective of this International Consultancy is to provide expert technical and coordination support to the UNRCO to ensure the effective planning, update and implementation of the UNSDCF 2025–2029, through enhanced data gathering, data analysis, monitoring and evaluation (M&E), inclusive stakeholder engagement, and thematic coordination. Scope of Work and Key Responsibilities Under the supervision of the Head of the RCO, and in collaboration with other RCO staff, the Consultant will: 1. UNSDCF Development and Coordination • Support the design, update and implementation of the UNSDCF (2025–2029), including the Results Framework, Multi-Year Funding Framework (MYFF), and Joint Work Plans. • Promote inclusive approaches in strategic planning, particularly in relation to disability inclusion, youth engagement, and gender equality. 2. Data Management and Reporting • Manage data collection, analysis, and reporting for the UNSDCF, leveraging platforms such as UNINFO and ensuring consistency with Results-Based Management (RBM) principles. • Provide quality assurance for monitoring and evaluation (M&E) frameworks, supporting evidence-based decision-making. • Draft reports, terms of reference (ToRs), and other technical documents related to data management, assessment, and progress reporting. • Complete the Normative and Programmatic Surveys on the Information Management System (IMS). 3. Disability Inclusion and Thematic Coordination • Act as the focal point for disability inclusion, supporting the coordination between UNRCO, and other UN entities. • Support inclusive recruitment efforts, including supporting the organization of panels for recruitment of UN Volunteers with disabilities. • Strengthen coordination of thematic groups, assisting in meeting preparation, agenda setting, reporting, and scorecard use. 4. Capacity Building and Stakeholder Engagement • Support the organization of capacity-building workshops for UNRCO coordination or and for national counterparts, UNCT members, and other stakeholders on topics such as sustainable development, data management, and monitoring and evaluation. • Facilitate multi-stakeholder dialogues with government entities, NGOs, and private sector actors to strengthen partnerships and ensure coordinated action toward achieving SDGs. • Support the RCO in Bahrain for developing sustainable development initiatives. 5. Coordination and Advocacy Support for RCO • Provide advisory support to the Resident Coordinator (RC) and the Head of the RCO to strengthen UN system coordination in Bahrain. • Assist in organizing high-level meetings, consultations, and advocacy events, ensuring alignment with the UNRCO’s strategic priorities in Bahrain. • Draft talking points, presentations, and background papers for the RC and other UN leadership to advance discussions on sustainable development, partnerships, and programmatic priorities. • Support the preparation of retreats and special events as needed. 6. Advancing Sustainable Development Goals (SDGs) • Support the development of indicators and KPIs for the Outcomes of the UNSDCF. • Help on reporting on the Results Groups and Thematic Groups and the Annual Country Results Report 2025 of the UNCT/RCO. 7. Promote Volunteerism for Development • Advocate for volunteerism as a transformative tool for inclusive and sustainable development. 8. Additional Tasks as Required • Undertake other relevant duties as assigned by the Head of the RCO contributing to the effective functioning of the RCO and the successful implementation of UNSDCF priorities.
