CLASP’s Climate Team
CLASP’s Climate program supports ambitious efforts to mitigate climate change through appliance and equipment energy efficiency. We work in partnership with policymakers and other key stakeholders in dozens of countries—from Brazil to Indonesia, the EU to China—with support from a diverse group of funders.
Our team provides world-class technical and policy advisory services directly to governments to develop and implement the most ambitious and cost-effective appliance efficiency policies all over the world. We accelerate the development of energy-efficient product markets through minimum energy performance standards, informative product labeling, and identification and promotion of the most efficient appliances, both on and off the grid.
In India, CLASP has been supporting Bureau of Energy Efficiency (BEE) and has supported the expansion of its appliance efficiency policy framework to cover a wide range of residential, commercial and industrial energy-using products. This has resulted in reduced greenhouse gas emissions and peak electricity demand, reduced consumer energy costs, and expanded access to high quality appliances. In partnership with key national stakeholders, we advance appliance efficiency policy compliance, education and outreach initiatives to foster an ecosystem for resource-efficient appliances and equipment. The appliance efficiency policies are formulated at the national level, however states are responsible for their implementation. Exapanding our support, CLASP is working with subnational Governments in India on implementation of energy efficiency policies.
As our program continues to grow, we are expanding our team to ensure we build capacity at the subnational level to accelerate implementation of appliance energy efficiency.
About the Role –Manager- India Program
The Manager will lead, build and manage CLASP’s subnational engagement and portfolio aimed at advancing appliance energy efficiency policies at the state level. Additionally, the Manager will provide support to other programs within the India team as needed. The Manager will be based in CLASP’s Delhi office. The candidate will work collaboratively with CLASP team members in India, United States, Europe, South Asia and elsewhere, along with our wide network of international partners and program stakeholders.
Key Responsibilities
• Manage CLASP’s engagement at the subnational level: Build, grow and manage a diverse portfolio of subnational initiatives supporting appliance energy efficiency policy in India. Help build our strategy and portfolio at the subnational level. Work with the leadership in shaping strategy and design programs in line with CLASP’s goals at the subnational level.
• Build, manage and grow a high-performing team: Build and manage a high-performing team to expand state-level engagement. Oversee day-to-day workflow, ensuring quality control and providing technical leadership for successful program execution.
• Build and develop strategic partnerships in the states: Forge new partnerships with stakeholders in the states to drive energy efficiency, including subnational governments, partners, civil society organizations, philanthropic organizations, bilateral and multilateral institutions, industry and industry associations, private sector companies.
• Communicate: Work with CLASP’s communications team to prepare and disseminate compelling stories of program success, research outcomes, lessons learned, etc.
• Business Development: Working closely with CLASP colleagues, identify new business development opportunities, lead the development of proposals and new projects. Communicate about program progress to donors and external stakeholders.
• Guide implementation and track progress: Develop work plans, detailed implementation plans, terms of reference and monitoring and evaluation metrics. Monitor and evaluate the progress of project activities, identify opportunities for improvement. Ensure effective and timely and quality delivery of projects.
• Keep the big picture in mind: Conduct and roll out programs within the larger context of CLASP, partner, and sector efforts.
• Represent CLASP in external fora, including government consultations, policy discussions, and stakeholder meetings, building and strengthening CLASP’s partnerships at the state level.
The Ideal Candidate
• Minimum eight years of professional experience of program design and implementation in energy efficiency, clean energy, economics, public policy, or energy in the Indian context. Successful experience of working with or for subnational Governments in support of energy policy design and implementation highly desirable.
• Graduate degree in a relevant field (e.g. engineering, international relations, development, economics, environmental science) required. Masters degree preferred.
• Entrepreneurial approach to design and execution of long-term initiatives, and a proactive, nimble, and strategic approach to problem-solving.
• Persuasive communication skills, both verbal and written; excellent written and spoken English a must.
• Significant experience managing relationships with clients and/or funders, and experience with managing staff, contractors, and consultants. Experience of managing a team is desirable
• Ability to maintain composure, flexibility, and a sense of humor under tight deadlines
• Ability to handle multiple deadlines and complete assignments with minimal supervision in a fast-paced workplace.
• Strong analytical skills, including experience with Excel and/or other analytical software and the ability to translate analysis into policy recommendations.
