Embedded Advisory Model
The national or international advisor will be embedded in the Ministry of Economy and Finance and the Ministry of Budget.
ROLES AND RESPONSIBILITIES
The Embedded advisor will contribute to the updating of the public investment management manual, so as to integrate climate change issues into the various stages of public investment management (project design, evaluation, selection and execution), stemming from the updating of Decree 2016-179 creating the Public Investment Analysis and Programming Committee (Comité d’Analyse et de Programmation de l’Investissement Public – CAPIP).
He/she is also tasked to propose climate-related criteria to be used when evaluating program proposals in key sectors submitted for review and validation by the Comité d’Analyse et de Programmation et de I’Investissement Public (Analysis, Programming and Public Investment Committee).
The Embedded advisor will work under the direct supervision of the NDC Partnership’s government Focal Point from the Ministry of Economy and Finance, and will also work in close coordination with the NDC Partnership’s government Focal Points from the Ministry of Budget and the Ministry of Environment as well as the NDC Partnership Support Unit to carry out his/her tasks.
Timeframe and Duty Station
This is a full- time position based in Nouakchott, Mauritania for the duration of six months. The expected start date is 16 December 2024.
Requirements
▪ Advanced university degree (master’s or higher) in economics, public policy and/or finance.
▪ At least 10 years’ professional experience in national economic planning, budgeting, economic modelling and public finance management, including solid experience in developing countries.
▪ Experience in climate finance, including assessing the impacts of climate change in economic and financial indicators and proposing economic and financial instruments to reduce risks and catalyze opportunities.
▪ Proven experience in developing investment projects for the public sector is desirable.
▪ Demonstrated skills in managing and aligning diverse groups of stakeholders, including development agencies, non-state actors / civil society, financial institutions, the private sector, and others is an asset;
▪ Excellent writing, presentation and interpersonal skills with a wide range of stakeholders, including senior financial institutions or government leaders.
▪ Mauritania national or international applicants;
▪ Proficiency in French. Knowledge of English and Arabic is an asset.
