The South Asia Region comprises six countries (Bangladesh, Bhutan, India, Maldives, Nepal, and Sri Lanka) that range in size from India (with a population of over 1 billion) to Maldives (with 0.3 million people). The region has experienced a long period of robust economic growth, averaging 6% a year over the past 20 years. It was the second-fastest growing region in the world in the aftermath of the global crisis. This strong growth has translated into declining poverty and impressive improvements in human development. The percentage of people living below the poverty line fell in South Asia from 56% to 16% between 1981 and 2013. Still, the region remains home to a third of the world’s poorest, with 216 million people living below $1.9/day.

The Position

The Environment (ENV) Department in South Asia seeks to recruit a highly skilled Natural Resources Management Specialist who would work as part of various task teams involved in preparing and providing technical assistance to World Bank-financed projects/activities involving natural resource management and use, coastal resilience, and climate change.

This position will be based in Dhaka, Bangladesh and will focus on natural resources management and associated value chain development including for fisheries, forestry, biodiversity, ecotourism and broader climate resilience activities. Locally recruited staff are remunerated on a local pay scale.

The Natural Resources Management Specialist will report to the ENV Practice Manager for the South Asia Region (SAR) and work as part of the World Bank Bangladesh Country Unit.

Job duties and responsibilities:

The Extended Term Consultant will have the following tasks:

• Provide operational and analytical support on issues related to natural resources management (forestry, fisheries, biodiversity, ecotourism, nature-based solutions), rural development, and development of associated value chains with attention to community-based and climate-resilient approaches.
• Support the design and implementation of the World Bank’s natural resource management and climate resilience program in Bangladesh. This includes participation in preparation and supervision missions, coordination with government agencies, and drafting project documents, mission’s technical notes, etc.
• Contribute directly to the natural resource management and environment portfolio-related business and pipeline development in Bangladesh, and integration of ecosystem based and nature based approaches into projects and analytical work in other sectors.
• Support the implementation of natural resource management-related advisory services and analytics activities in Bangladesh, including through technical inputs, coordination, and planning for the timely delivery of analytical products. Generate and curate knowledge, such as by identifying best practices and recommendations for implementation approaches and promote dissemination at the national and global levels.
• Contribute to the engagement and policy dialogue with government counterparts and other collaborators on natural resource management and climate resilience in Bangladesh, liaising with relevant government partners such as the Ministry of Environment, Forest and Climate Change; Ministry of Fisheries and Livestock; Ministry of Local Government, Rural Development and Co-operatives; and development partners; among others.
• Build relationships and facilitate effective communication with other clients, development partners, NGOs, civil society, private sector, academia, and other stakeholders. This includes organizing and/or participating in events, workshops, meetings.
• Represent ENV in relevant internal and external meetings on key thematic areas in natural resources management (forestry, fisheries, biodiversity, ecotourism, nature-based solutions) within the region.
• Be a technical team member on projects or activities led by ENV, other departments, and/or IFC.
• Contribute to a variety of written products and communications, including components of briefs, analytical notes, aide memoires, technical notes, project concept notes, and project documents, as well as draft other technical working papers, such as results briefs, lessons learned and best practices for wider circulation.
