The International Energy Agency (IEA) is an intergovernmental organisation committed to advancing security of energy supply, economic growth and environmental sustainability through energy policy co-operation. The IEA operates as an autonomous body within the framework of the OECD. Both the IEA and the OECD seek opportunities to work with an increasing number of non-members of growing importance to the world economy. The Agency aims to foster the contribution of the energy sector to economic development and environmental sustainability.
The Clean Energy Ministerial (CEM) brings together the world’s leading countries, companies, and experts from the OECD and beyond to achieve one mission – accelerate clean energy transitions. It is about “international collaboration in action”, seeking to deliver faster, cheaper, better clean energy transitions for all. The CEM is an international clean energy leadership and collaboration platform, with at the heart of an extensive global clean energy community its 29 Member countries representing the world‘s largest clean energy producers and consumers. The community is working to supercharge the scale and breadth of clean energy transitions, working across all sectors and all of society. More specifically, the CEM serves as:
• A platform for its community to shape the global clean energy agenda and accelerate the deployment of clean energy solutions.
• A forum for exchanging knowledge and insights, building networks and partnership, and facilitating coordinated actions on clean energy.
• An implementation vehicle that helps its global community achieve their clean energy goals.
The CEM has a programme of more than twenty active workstreams that span the clean energy spectrum, as well as an annual ministerial meeting that brings its global community together to showcase action and increase ambition. The Clean Energy Ministerial Secretariat is hosted at the International Energy Agency (IEA).
Job Description
The CEM are looking for a friendly, dynamic, and efficient individual from a CEM Member country, including non-OECD nationals, to join as Partnership Manager. This is a small, friendly, hardworking, flexible team that puts a premium on looking out for, and after, one another. The chosen candidate will become an integral member of our small team (around 10 people), working closely with all team members.
The role is based in Paris, France and is scheduled to start in September 2026.
Main Responsibilities
Liaison and Outreach
• Lead the CEM Secretariat support to Member Countries and Workstream leads and participants. Foster their interaction and collaboration with partners, such as the International Energy Agency (IEA), United Nations bodies and others, as well as any relevant stakeholders.
• Develop working relationships with existing and prospective CEM community members, and support their understanding of the CEM work and potential collaboration opportunities.
• Collaborate with relevant colleagues across the CEM Community in support of the broader CEM efforts and to strengthen CEM engagement with other collaborative platforms.
• Promote the work of the CEM externally to a wide range of audiences through organising and participating in workshops, making presentations and holding bi-lateral meetings.
• Participate in preparations for meetings of CEM Ministers, Sherpas, Steering Committee and Workstreams and other groups as required; participate in relevant meetings of other international organisations; provide support for the development of reports, analyses and information items for these meetings.
• Maintain contacts with members of national delegations, other international organisations, representatives of industry, and other institutions involved in energy market assessments.
Research and Analysis
• Work with policy makers to collaboratively develop analysis, strategies and policies to support goals in the field of energy.
• Support analytical work on energy trends and policies at the global, regional and country levels and assessments of the status, costs, prospects and potential of clean energy technologies.
• Provide the CEM Secretariat with insights and updates concerning status of technologies, progress in the field, innovation and R&D priorities.
• Co-author and contribute to relevant CEM outputs, including project reports, web content, training material, presentations and input to other CEM workstream products.
• Seek opportunities to attract funding from like-minded partners.
