The consultant will contribute to the final phase of the implementation of the project titled Critical Energy Transition Minerals (CETMs): Rapid Assessment of Value Addition and Diversification Capacity in Southern Africa. The project supports Madagascar, Namibia, and Zambia in assessing their strategic positioning in CETM value chains and identifying opportunities for local value addition and economic diversification within and outside the CETM value chain.
Under the supervision of the project officer – SUC and in closely collaboration with the UNCTAD project team and the national consultants in each beneficiary country to finalize the analytical work and policy recommendations.
Specific tasks include:
1) Policy recommendations – Formulate policy recommendations for the target governments to enhance value addition, promote economic diversification, attract investments, and strengthen regulatory frameworks.
2) Technical contribution to national reports – Support the drafting of three national reports (one for each country), focusing on value addition and economic diversification opportunities within and outside CETM value chains. – Contribute approximately 15% (approximately 4,000 words) of the content of each of the three national reports. – Provide analytical inputs to the reports on CETM production, processing, and market dynamics. – Provide analytical inputs to the reports on policy instruments to promote value addition and diversification.
3) Drafting of the final project report – Draft the overarching project report, summarizing key findings across all three countries. – Formulate recommendations for scaling up and replicating the project in other developing economies.
