The Regional Climate Adaptation Expert – CIS Region, will work in close collaboration with UNEP-CCC and the national TNA teams in Azerbaijan and Kazakhstan. It is expected that the project work will be completed by 29 December 2026. The Regional Climate Adaptation Expert shall support the TNA projects in Azerbaijan and Kazakhstan throughout the 1. Provision of technical support to the country teams during the whole project implementation, including guidance on the process and application of TNA tools and methodologies. 2. Assist the country with advice/guidance (help desk) 3. Two reviews of each of the project deliverables (first draft and second draft) submitted by each of the country teams from Azerbaijan and Kazakhstan. This will include: • Technology Needs Assessment Report, Adaptation • Barrier Assessment and Enabling Framework Report, Adaptation • Technology Action Plan Report, Adaptation • Dissemination plans and policy briefs 4. Provide training through three regional workshops, for Azerbaijan and Kazakhstan, building capacity to the national consultants on the TNA methodology. 5. Participate in one Global Experience sharing workshop The Regional Climate Adaptation Expert will be required to use best practices, guidelines, methodologies and technical guidance available through UNEP-CCC and other approved sources.

UNOPS is the operational arm of the UNEP Copenhagen Climate Centre (UNEP-CCC). UNEP-CCC is a leading international advisory institution on energy, climate and sustainable development. Its work focuses on assisting developing countries and emerging economies transition towards more low carbon development paths, and supports integration of climate-resilience in national development. UNEP-CCC is actively engaged in implementing UN Environment’s Climate Change Strategy and Energy Programme. Technology Needs Assessment (TNA) is a set of country-driven activities leading to the identification, prioritization and diffusion of environmentally sound technologies for mitigation and adaptation to climate change. A TNA project assists participating countries to identify and analyse priority technology needs, which can form the basis for a portfolio of climate technology projects and programmes to facilitate the transfer of, and access to, climate technologies and know-how in the implementation of the Paris Agreement. Hence TNAs are central to the work of Parties to the Climate Convention and represents an opportunity to track an evolving need for new equipment, techniques, practical knowledge and skills, which are necessary to mitigate GHG emissions and/or reduce the vulnerability of sectors and livelihoods to the adverse impacts of climate change. The Republic of Azerbaijan and the Republic of Kazakhstan are both starting their TNAs in 2025. The main objectives of the project are: • To identify and prioritise through country-driven participatory processes, technologies that can contribute to mitigation and adaptation goals of the participant countries, while meeting their national sustainable development goals and priorities; • To identify barriers hindering the acquisition, deployment, and diffusion of the prioritised technologies; • To develop Technology Action Plans specifying activities and enabling frameworks to overcome the barriers and facilitate the transfer, adoption and diffusion of selected technologies in the participant countries and policy briefs summarizing the policy relevant actions within the Technology Action Plans in a short and user-friendly way; • To develop concept notes for attracting funding to implement selected technologies in priority areas of national relevance. Support preparing TNA Report for Kazakhstan Supporting the preparation and completion of capacity building workshops as outlined in the project work plan. Support the preparation and review of the TNA report, provide substantive feedback as needed 3. Support preparing TNA report for Azerbaijan Supporting the preparation and completion of capacity building workshops as outlined in the project work plan. Support the preparation of the TNA report, which will be validated by TNA coordinator and TNA team through workshops, and the TNA Steering Committee. Review the TNA report, provide substantive feedback as needed 4. Support conducting a barrier and enabling frameworks analysis for the deployment and diffusion of the prioritised technologies (BA&EF report) Supporting the preparation and completion of capacity building workshops as outlined in the project work plan. Support the preparation of the BAEF report, which will be validated by TNA coordinator and TNA team through workshops, and the TNA Steering Committee. Review the BAEF report, provide substantive feedback as needed 5. Support conducting a barrier and enabling frameworks analysis for the deployment and diffusion of the prioritised technologies (BA&EF report) Supporting the preparation and completion of capacity building workshops as outlined in the project work plan. Support the preparation of the BAEF report, which will be validated by TNA coordinator and TNA team through workshops, and the TNA Steering Committee.
