Pew is soliciting proposals from organizations or individuals (Respondents) to provide an analysis on ways in which Pew could meaningfully contribute to either or both topics described below:

(1) Super pollutants: The super pollutant-related analysis should assess policy and advocacy measures to reduce the super pollutants atmospheric methane, tropospheric ozone, hydrofluorocarbons, and/or black carbon to measurably benefit human health. That includes a specific focus on how much each option could mitigate warming and offer any potential human and ecosystem health co-benefits. Proposed interventions could focus at the subnational and/or national level in the United States (U.S.), and/or in other countries, and/or multilaterally as Respondent sees fit.

(2) Extreme heat: The extreme heat analysis should assess options for reducing adverse impacts to human health from extreme heat at the subnational, national, or international levels, with special attention to opportunities for policy interventions in urban settings in the northeastern U.S. (especially Philadelphia) as well as Europe.

Given the broad scope of both topics, Pew is interested in analytical approaches that feature approximately three case studies per topic in presenting policy and advocacy interventions. Proposals on the topics may retain the broad scopes described above and take a landscape scan approach, or may focus on a narrower geographic and/or thematic subset of high impact opportunities.

The analysis should identify policies and actions with clear potential for measurable impacts at the chosen scale, highlight gaps in current policy and philanthropic efforts (thematic and geographic), and point to actions that governments and partners could advance now. The final product of this analysis should include an evidence-based examination of the policy levers with the highest impacts on human health and climate mitigation and/or adaptation, taking into consideration the types of work that current funders are supporting and who is receiving funds. For both health and climate mitigation and adaptation interventions evaluated, the timeline for material impacts on human health and climate mitigation should be clear (e.g., a projected shift in DALYs, t CO2e, reductions in human morbidity and mortality, or other appropriate indicators by a specific year).

The total budget allocated for the analysis of both topics is USD 99,000. Proposals that address only one of the topics should be viable with approximately half the total budget. Please also note that proposals that include both topics are expected to present distinct analyses of opportunities under each topic, and should not favor one topic over the other in the design of the research.
