In consultation with UNEP and ACCESS consortium partners, the consultant will deliver the following activities:

Activity 1. Develop a comprehensive Gender Action Plan (GAP) and MEL for the ACCESS project (to be integrated into the project wide MEL and develop a GAP for each country project (Argentina, Brazil, Colombia, Ecuador, Mexico and Peru) – in Spanish and English.

Activity 2: Create a knowledge product and deliver capacity building on the intersection of gender, transport and digitalisation with case studies and technical insights, as well as key lessons and practical applications – showcasing the ACCESS project to an external audience (in Spanish and English). The consultant will ensure that all elements of the activity and all products developed under the contract incorporate an intersectional perspective (as detailed earlier in this ToR). In order to acknowledge and demonstrate that experiences are not uniform, and are shaped by multiple, overlapping aspects of identity and vulnerabilities.

Activity 3: In consultation with UNEP and ACCESS consortium partners, provide technical expertise to mainstream practical gender, equity, and intersectionality into the ACCESS project (4 output areas) through: development and guidance on and peer review of ACCESS activities and outputs (e.g., reports, toolkits, guidelines, pilot project documentation), identification of project synergies and replication potential, review and updating of the ACCESS project monitoring, evaluation and learning (MEL) framework and tracking and reporting. Sharing of expertise and insights through ACCESS forums such as working groups, output meetings, steering committee, community of practice, etc.
